Rejected, Returned or Referred? What Your Centre Actually Means

Short answer

Centres use these words loosely and learners hear all of them as failure. Returned means your assessor wants more on named criteria — ordinary and quick. Referred is a formal not-yet-competent decision with a resubmission window. Rejected usually means a decision was reversed or refused, often by an internal quality assurer rather than your assessor. An authenticity concern is something else again, with its own procedure.

Which one you are facing decides everything about the fix — and most people who tell us their NVQ portfolio was rejected have actually had something returned. That is why we triage before we quote.

What Your Referral Report Actually Means — Decoded

Assessor feedback is written for other assessors, in phrases nobody explains to learners. Each one points at a specific problem with a specific fix, and none of them means “write more”.

“Not yet competent”

Means: A judgement, not a fail. One or more criteria have nothing pointing at them.

Do this: Ask which criteria. Rebuild only those. Everything else stands.

“Insufficient evidence”

Means: Usually one clause of one criterion, not the whole unit. Criteria joined by “and” get half-answered constantly.

Do this: Get the exact wording and address every clause separately.

“Not authentic”

Means: The sampler is not convinced the work is yours — register, phrasing or similarity.

Do this: Rebuild in your own voice at your level, with a similarity report attached.

“Not current”

Means: The practice or the legislation is out of date for the standard being claimed.

Do this: Replace with recent practice, or add a witness who can still verify it.

“Not valid for this criterion”

Means: Good evidence, wrong home. It proves something — just not the thing you claimed.

Do this: Re-map it to the criterion it does satisfy, then evidence the original one properly.

“Insufficient for the level”

Means: Accurate work pitched a level too low — the classic Level 3 answer against a Level 5 criterion.

Do this: Same occasion, deeper reasoning. Rewriting from scratch is rarely necessary.

What happened

S.J. works in a primary school and had three units signed off by her assessor before Christmas. In February the centre's internal quality assurer sampled her file and reversed two of those decisions. Nothing she had submitted changed. Nobody explained why. The email said the evidence was not valid for the criteria claimed, and she read that as being told her practice was not good enough — which is not what it meant at all.

What the triage found

Two separate problems, neither about her ability. Her witness testimony had been signed by a teacher who was not on the centre's approved witness list, so it could not stand however accurate it was. And several of her strongest accounts had been claimed against criteria they only partly touched, while the criteria they genuinely evidenced sat empty in another unit. A sampler reading the file cold could not follow any of it. Her assessor, who had sat in the classroom with her, could — which is exactly why the two of them reached different decisions on the same evidence.

✅ Outcome

One replacement witness statement from an approved witness, a re-mapping of four existing accounts to the criteria they actually proved, and a covering summary showing the IQA what had moved. Both units reinstated within three weeks, certificate claimed with five weeks to spare.

Almost nothing new was written. What changed was where the evidence was pointed and who had signed it.

What does “not yet competent” actually mean?+

It is a judgement rather than a fail, and it means one or more assessment criteria currently have nothing pointing at them. It is not a comment on your ability at work. Ask your assessor to name the criteria — you are entitled to know — then rebuild only those and leave the rest of the unit alone.

My assessor passed my unit but the IQA rejected it. Why?+

Internal quality assurers sample a proportion of every assessor's decisions, and where they disagree the decision is reversed. It is a required part of how RQF qualifications hold their value. It usually means the file did not make clear to a cold reader where each criterion was met — so mapping and signposting tend to fix it faster than writing new content.

Can I appeal an NVQ assessment decision?+

Yes. Every approved centre must have an appeals procedure available to learners, and if the centre upholds its own decision the awarding organisation is the next stage. Very few people use it. Where the evidence genuinely was sufficient we would rather help you write the appeal than sell you a rewrite you do not need.

How long do I get to resubmit?+

It depends on your centre and your registration window rather than on any national rule. Resubmission deadlines are often four to eight weeks, but the registration end date is the one that really matters — it keeps running regardless. Find that date before you plan anything.

My work was flagged for plagiarism — is that the same as a rejection?+

No, and it should not be treated the same way. An authenticity concern triggers your centre's malpractice procedure, which has its own investigation, timescales and right of appeal. Do not quietly reword and resubmit the flagged file — ask in writing what has been flagged, and rebuild from scratch afterwards with a similarity report attached.

Is NVQ the same as RQF when it comes to resubmission?+

Yes. Most people still say NVQ, but qualifications in England, Wales and Northern Ireland sit on the Regulated Qualifications Framework, which replaced the QCF in 2015. Assessment decisions, quality assurance sampling and appeals all work under RQF arrangements — only the name on the certificate changed.
