M.E. covers eleven domiciliary calls a day across three towns, mostly alone, mostly in people's living rooms. Her assessor had tried twice to arrange an observation and cancelled both times — one client withdrew consent to a stranger being present, and the second visit clashed with a hospital discharge. Nine months in she had a portfolio of written accounts and not a single direct observation. Her centre would not sign off units where observation was named in the assessment strategy, and nobody had explained what the alternative actually was.
A writer who assesses domiciliary care put together three things. First, a short written rationale her assessor could put in front of the internal quality assurer, setting out why direct observation was restricted and which route the awarding organisation permits. Second, an expert witness pack for the senior carer who does joint calls with M.E. twice a week — eight questions, ten minutes, naming the call, the date and the specific actions. Third, supporting statements for two joint calls, plus a professional discussion plan covering the parts nobody could realistically watch. Yes. Most people still say NVQ, but qualifications in England, Wales and Northern Ireland now sit on the Regulated Qualifications Framework, which replaced the QCF in 2015.
